Patricia K. Wagner
President and Chief Executive Officer
Patricia K. Wagner is president and chief executive officer of Sempra U.S. Gas & Power, a leading developer of renewable energy and natural gas solutions with power plants that generate enough electricity for nearly 1 million homes. Sempra U.S. Gas & Power companies also operate natural gas storage facilities, pipelines and distribution utilities. Previously, Wagner served in several leadership positions for the Sempra Energy family of companies, including vice president of audit services for Sempra Energy, vice president of accounting and finance for Southern California Gas Company (SoCalGas), and vice president of information technology and vice president of operational excellence for San Diego Gas and Electric (SDG&E) and SoCalGas. She also held leadership roles in gas distribution operations and customer programs at the utilities.
Prior to joining Sempra Energy in 1995, Wagner held management positions at Fluor Daniel, one of the world’s largest, publicly owned engineering, procurement, construction, and maintenance services companies. She also worked for McGaw Laboratories and Allergan Pharmaceuticals. Wagner has a master’s degree in business administration from Pepperdine University and a bachelor’s degree in chemical engineering from California State Polytechnic University, Pomona.
Wagner currently serves on the board of directors for Apogee Enterprises, Inc. Previously, she was a board member for the Classroom of the Future Foundation in San Diego, member of the Los Angeles Economic Development Association and has volunteered with the Girl Scouts of America.
Senior Vice President and President, Natural Gas
Mike Gallagher is senior vice president and president of Sempra U.S. Gas & Power’s Natural Gas business segment and leads the company’s commercial development, origination, operations and project development. Prior to joining Sempra U.S. Gas & Power, Gallagher was senior vice president at Southern California Gas Company—the nation’s largest gas utility—in charge of engineering, transmission, storage and distribution facilities. Previously, Gallagher managed Sempra Generation’s fleet of gas-fueled and renewable power plants. He was also a partner at Sterling Energy Operations and worked 11 years with Duke Energy’s nuclear power plants and non-utility assets. Gallagher has more than 25 years of experience in the energy industry.
Senior Vice President and President, Renewables
Kevin Sagara is senior vice president and president, renewables, of Sempra U.S. Gas & Power, overseeing all aspects of the Renewables energy business segment, including development, acquisitions, finance, construction and operations. Sagara has served in various commercial and legal capacities at Sempra Energy for over 20 years. Prior to working at Sempra U.S. Gas & Power, he served as vice president and general counsel for Sempra Pipelines & Storage, leading significant acquisitions, divestitures and joint ventures. He also previously served as vice president and associate general counsel for Sempra Energy. Sagara has also held senior business and legal positions in the internet and wireless technology sectors and oversaw the sale of Intervu (NASDAQ: ITVU) to Akamai Technologies for over $2.8 billion. Sagara received his law degree from Hastings College of Law, where he served as note editor of the Hastings Law Journal. He received his undergraduate degree in geography-ecosystems from the University of California, Los Angeles.
Vice President and General Counsel
Robert Borthwick is vice president and general counsel at Sempra U.S. Gas & Power, leading the company’s law, external affairs, marketing and communications departments as well as the regulatory and compliance functions. With more than 20 years of experience as a lawyer, Borthwick most recently was Associate General Counsel at Sempra Energy. Prior to joining Sempra Energy, Borthwick practiced law at Gibson, Dunn & Crutcher LLP and served as a federal prosecutor in the United States Attorney’s Office in Los Angeles.
Vice President, Commercial Development
William Engelbrecht is vice president, commercial development for Sempra U.S. Gas & Power where he oversees the natural gas development group. Previously, Engelbrecht served as vice president of planning at Sempra U.S. Gas & Power, responsible for leading the company’s business planning and financial analysis functions. A 35-year veteran of the energy industry, he has held a range of engineering and leadership positions in transmission, resource and strategic planning, industry restructuring, marketing, fuel procurement, financial analysis, engineering and construction, and Midwest infrastructure.
Vice President, Administration
Monica Haas is vice president, administration at Sempra U.S. Gas & Power, leading the company’s human resources, IT and Supply Management functions.
With more than 20 years of experience in the energy industry, Haas previously was vice president of corporate planning for Sempra Energy, where she oversaw Sempra Energy’s corporate planning activities including long and short-term planning, investment analysis and management performance reporting.
Haas joined the Sempra Energy family of companies in 1993, and has held numerous positions within the areas of investment management, market development and strategic and financial planning. Prior to working for Sempra U.S. Gas & Power, she held positions at Sempra Energy corporate center, Sempra Financial, Sempra Energy Solutions, and San Diego Gas & Electric Company (SDG&E).
Haas holds an undergraduate and a master’s degree in business from New Mexico State University.

The Preuss School is an award-winning, unique charter middle and high school for low income, highly motivated students who are working toward becoming the first in their families to graduate college.
Vice President, Operations
John Pirraglia is vice president, operations in charge of Sempra U.S. Gas & Power’s natural gas infrastructure assets in the Southeast U.S. Pirraglia was previously vice president of project development and operations for Sempra Pipelines and Storage, and has over 25 years of experience in energy infrastructure design and engineering, including pipeline, wells and surface facilities.
Vice President and Chief Financial Officer
Peter Wall is vice president and chief financial officer of Sempra U.S. Gas & Power, leading the company’s accounting, finance, and risk & structuring groups. Most recently, Wall served as assistant corporate controller at Sempra Energy where he led various teams overseeing technical accounting, planning and corporate accounting functions. He began his professional career at Ernst & Young LLP where he worked with numerous multinational companies, including many in the power & utility sector. Wall is a certified public accountant and holds bachelor’s and master’s degrees in accounting from the University of Utah.
Regional Vice President, Renewables Development
Larry Folks is regional vice president, renewables development, at Sempra U.S. Gas & Power, directing development, acquisitions, partnerships and financing for the company’s wind and solar projects. Folks has more than 25 years of experience in the power generation industry. Prior to joining Sempra U.S. Gas & Power, he was the chief development officer and SVP at BP Wind Energy where he oversaw the development, partnerships and financing for 1,600 megawatts (MW) of wind projects. Folks has a master’s degree in business administration and a bachelor’s degree from the University of Southern California.
Regional Vice President, Commercial Development
Patrick Birney is regional vice president of commercial development for Sempra U.S. Gas & Power’s natural gas business, where he leads mergers, acquisitions and development of natural gas infrastructure in the U.S. Prior to his current role, Birney was vice president of finance and administration and vice president of development at Mobile Gas, a Sempra U.S. Gas & Power company. Throughout his career, Birney has held a number of positions at Sempra Energy and its California Utilities managing major IT initiatives, enterprise systems, and outsourcing Sempra’s human resource benefits systems and processes. Before joining Sempra Energy, Birney was partner and CFO for ScottMadden, an energy focused management consulting firm where he worked with clients in areas such as nuclear and fossil generation, transmission and distribution, distributed generation, natural gas, IT, shared services, and mergers and acquisitions. Birney received a master’s degree in business administration from the University of North Carolina and a bachelor’s degree in economics from the University of Michigan.
Regional Vice President, Commercial Development
Curtis Kebler is regional vice president, commercial development at Sempra U.S. Gas Power where he is responsible for the company’s Southeast midstream infrastructure business. Most recently, Kebler was managing director in charge of origination and marketing for the company’s power generation assets. He has been in the energy industry for more than 25 years and has broad knowledge of the structure, operation and performance of U.S. electric power and natural gas markets. Kebler received a bachelor of Science degree in engineering from the University of California, Santa Barbara.
